I didn't realise that the Government fined Connex for every late train that they had. But I think it's a good system. However, I do wonder where all the money goes. Instead of going straight to the government, I think it should be fueled into the transporter's pockets: something like free transport to the equivalent of the value of the fine.

CONNEX, the operator of Melbourne's suburban train network, has been fined more than $62 million since it took full control of the system in April 2004.
